Florida RMHCI Requirements: Hours, Supervision, and the Road to LMHC

Florida's Registered Mental Health Counselor Intern (RMHCI) credential is the supervised bridge between your master's degree and independent practice as an LMHC. One board — the Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling, usually called the 491 Board — regulates all three of Florida's therapy disciplines under a single rule chapter, so the core experience formula below is shared with RCSWIs and RMFTIs. What makes Florida distinctive is not the hour counts. It is the clocks: a 100-week minimum that no caseload can compress, and a 5-year registration that never renews.

RMHCI hours requirements at a glance

Unlike Oregon or Washington, there is no separate "total work hours" milestone — Florida counts your face-to-face psychotherapy hours and your supervision hours, on a 2-year, 100-week frame. And there is no periodic board reporting at all: hours are verified once, at application, on the Verification of Clinical Experience form (below).

The supervision cadence

The rule sets one requirement: at least one hour of supervision every two weeks — a flat biweekly cadence, with no minimum tied to how many client hours you carry (Rule 64B4-2.002, as amended effective 7-6-2026).

If you have read that Florida requires one hour of supervision per 15 hours of face-to-face psychotherapy, that was true once — it was a real provision in an older version of the rule, and it was repealed. Secondary sources still repeat the 1:15 figure, but it no longer appears in the current rule; the binding requirements are the 100 supervision hours across at least 100 weeks, the 1,500 face-to-face hours, and the biweekly floor above. The exact wording lives in Rule 64B4-2.002 and the qualified-supervisor duties in Rule 64B4-2.0025 — confirm the current rule text with the board before building your schedule around any summary, including this one.

Your supervisor must have 5 years of clinical experience (2 of which may be their own internship-era work, 3 post-licensure) plus supervision training, and — the part that catches people — must be approved by the board before your hours start counting.

Four traps that cost RMHCIs hours

• Hours under an unapproved supervisor do not count. The board's rules are explicit that experience obtained under a qualified supervisor will not count until the intern has received board approval for that supervisor. Working "while the paperwork goes through" is how RMHCIs lose months of hours. Get the approval first.
• The 100-week floor cannot be compressed. A full-time caseload can finish the 1,500 face-to-face hours well before week 100 — and then you wait. Plan your pace around the calendar, not just the hour counts.
• Group supervision must alternate with individual. Board rules pair each hour of group supervision with an hour of individual supervision, which effectively caps group at half your total. If your agency only offers group, you have a gap to close — verify the current text of Rules 64B4-2.002 and 64B4-2.0025 for the format definitions.
• At least half of your supervision must be in person. The rule requires in-person, face-to-face contact for at least 50% of all supervision interactions, with at least one in-person meeting before any electronic supervision. A tracker counts your hours, but it cannot see whether a given hour was in person — watch this split yourself. (Separately, the 7-6-2026 amendment now lets the "licensed professional on premises" that private practice requires be present via telehealth or synchronous electronic means — a small but real loosening.)
• The 5-year registration never renews. The intern registration is valid for 60 months, period (s. 491.0045). The off-ramps at expiry are: apply for full licensure; a one-time 24-month hardship extension; a 24-month non-renewable provisional license if your experience is done but other requirements are pending; or re-registering from scratch (note that if you have ever held a provisional license, you cannot re-register as an intern). The hardship extension is the one with a hard deadline: it requires the exam passed and all education complete, and it must be requested on form DH5065-MQA no later than 30 days before your registration expires — miss that window and the extension is off the table. Working backward from your registration date is the single most important piece of planning an RMHCI can do.

The Verification of Clinical Experience form

Florida has no interim reports — the entire experience record comes down to the Verification of Clinical Experience form, completed once per supervisor at application time. It asks for your name and intern number, your supervisor's name, license, and contact details, the supervision start and end dates, and two totals: your hours of supervision and your face-to-face psychotherapy hours under that supervisor. Alongside it, the board's supervision log (form DH-MQA 5078) must be kept continuously — both you and your supervisor are required to keep identical, up-to-date copies of the per-session record. "No reports" means no forcing function: if your tracking drifts for a year, nobody notices until the end, when reconstructing totals across supervisors gets genuinely painful.
